Plateau gets N154b budget, Borno to spend N155b

Plateau State Governor Simon Lalong yesterday presented a budget of over N154 billion to the State House of Assembly for 2016 tagged “Budget of Rescue and Hope.” The budget was presented to the House of Assembly for deliberation.

And in Borno State, Governor Kashim Shettima yesterday presented a Budget of Reconstruction, Rehabilitation and Resettlement (BRRR) that reflected the “concrete determinations” of the state government in rebuilding all the Boko Haram destroyed communities next year.
Presenting the budget to members of the Borno State House of Assembly on Wednesday in Maiduguri, Shettima said that a total sum of N155 billion appropriations was being presented to the Assembly for its considerations and approvals for presentation.

Lalong said that the budget was the first in the administration, which was about tackling poverty in the state.
According to Lalong, the budget is about Rescue and Hope because in “my inaugural speech in May 2015, I made bold to state that I am aware that our people, particularly the youth and women are currently bleeding in hardship and there is a pervasive sense of pessimism that the best days of our dear state are behind us and that things can get worse,”
“Many citizens share in that sense of despondency, which was growing by the day and hence the cry for Change and Rescue.”
“I had given assurance about our determination to change and rescue situations and overcome the handicaps of the past and to meet the prospects that lie in the future with courage and confidence. In this way, we would give hope to the citizens.”
“The 2016 budget is unique in the sense that it is zero -based, whereby Total Projected Revenue equals Total Projected Expenditure.”

Speaker of the House, Hon. Peter Azi assured the governor that the House will give the budget accelerated passage so that the citizens will greatly enjoy the dividends of democracy and change mantra of the administration.

Shettima said even though the 2016 budget size fell by 29.16 per cent, the capital and recurrent expenditures have been allocated the sum of
N103.11 billion and N51.9 billion.

His words: “The 2016 budget being presented today (Wednesday) to honorable members of this House, will also be finance from an Internally Generated Revenue (IGR) of N29.62 billion and the Federation Account of N93.2 billion.
“The fall in next year’s budget proposals to this Assembly, was attributed to the dwindling revenues from the Federation Account as a result of the falling oil prices at the international market.”
On sectoral budgetary allocations, the Education sector took the lion’s share N27.44 billion, while Works and Transport and Women Affairs sectors gulped the sum of N16.08 billion and N12.8 billion.
