This is a good idea flawed with bad implementation. how many contractors and their employees can this really affect. At the most this would involve a few contractors and maybe a 1000 employees. This kind of money could be invested in build two tomatoes processing plant, a sugar refinery and maybe a modular refinery. The construction of this plants should engage at least 3-5 thousand workers. it would generate employment for at least 5000 workers, help increase farm output, reduce importation and retain capital flight, not to mention all the indirect raw material and employment it can generate. The implementation is much more straight forward with easily measurable goals.
