Why I commissioned uncompleted secretariat, market complex, by Elechi
Governor Martin Elechi of Ebonyi State yesterday said lack of funds and the cost of depreciation were the reasons he commissioned the multi-billion naira Ochudo State Secretariat and Ebonyi International Market even when the projects were yet to be completed.
He stated this during the official commissioning of the two projects in Abakaliki and blamed the House of Assembly members for government’s inability to complete the two projects. He stated that the House of Assembly frustrated the effort of the state government in assessing the N15 billion bond already approved in the capital market.
According to Elechi, the projects have not attained final stages of completion even though he had planned to complete them before December 2014, if additional funds were made available.
The governor added that the required additional provisions of N2 billion and N3.2 billion for the completion of the secretariat and international market respectively but the funds were not there to execute the projects.
He stressed that the state House of Assembly had graciously resolved to support government’s N15 billion Bond from the capital market but the Speaker, Chukwuma Nwazunku, openly wrote to President Goodluck Jonathan, requesting him to stop the bond proceed.
