Economic experts have demanded the removal of alleged 60, 000 ghost workers from the civil service payroll.

The lead presenter at the 2017 civil service lecture in Abuja, Dr. Adedoyin Salami made the call yesterday.

Salami, a renowned economist from the Lagos Business School spoke on, “Entrenching a Citizen-Centered Service Delivery Culture, Partnering the Youth for Africa’s Transformation.”

The economist, who is a member of the monitoring committee at the Central Bank of Nigeria (CBN), said the removal became necessary to address the problem of inadequate finance in the civil service.

He said a lot more would be saved in the country through a single platform as Integrated Payroll and Personnel Information System (IPPIS).

Salami also recommended that the number of ministries should be rationalised from the current 28 to 19.

He said: “With a complete computerisation and digitisation of the service and the streamlining of overlapping functions across the Ministries, Departments and Agencies (MDAs), the turnaround time for service-delivery would be improved.

“Moreover, a reduction in the unwieldy number of MDAs, including the 28 ministries and 542 agencies, (50 of which are said to have no enabling laws) would lead to a much lower cost of governance.”

He added that the ministries could have both senior and junior ministers to resolve the conflict between the constitutional imperatives of having 36 ministries.

The Head of Service, Winifred Ekanem Oyo-Ita urged public servants to use the recommendations of the lecture to deepen their knowledge for better performance on their duties and responsibilities.

Salami also recommended a speedy implementation of the International Public Sector Accounting Standards (IPSAS) and the merging of the mandate of the Bureau of Public Service Reforms (BPSR) with that of the Federal Civil Service Commission (FCSC) to deliver on targeted reforms in the civil service.

He also tasked the Federal Government to address corruption in public procurement and the process of budgeting.
