With a view to fostering the development and integration through language capacity building within the African continent, Nigeria French Language Village (NFLV), an Inter-University Centre for French Studies, Badagry, Lagos, and Directorate of Technical Cooperation in Africa (DTCA) recently entered into a memorandum of understanding (MOU). The signed MOU by both parties is subject to review at an interval of time five years, subject to annual evaluation. Both DTCA and NFLV were established by the Federal Government to serve specific functions.

Directorate of Technical Cooperation in Africa was established to, among others, promote technical cooperation in Africa while Nigeria French Language Village was established for the study and promotion of French language in Nigeria with the primary mandate of providing language immersion programme for students in higher institutions and customised French language programmes for other categories of learners.

The areas of collaboration between the two bodies include educational and technical partnership relating to language capacity building, data sharing, experts recruitment, researches, and consultancy services. Furthermore, both parties are to facilitate the recognition of NFLV as a Regional Centre of Excellence in capacity building relating to foreign languages, particularly French, with the view to furthering integration and development in African.

The two bodies shall jointly organise conferences, symposia, seminars and workshops as well as provide translation and interpretation services. While it was agreed that NFLV shall provide staff training for DTCA staff, NFLV would, in return, enjoy capacity building across the African region through the use of DTCA’s contacts and linkages, especially with other relevant institutions and organisations in Africa and worldwide.

At the end of deliberations on the draft, the MOU was signed by the Director/CEO of NFLV, Badagry, Prof. Raufu Adebisi, and the Director-General of DTCA, Amb. Abdulalil-Suleiman.
