Invite foresic experts to document what happened there including fingerprints of personnel and people who ever visited the place – have this in a database somewhere..do same for other sites you find and start to build up intelligence of how/who were involved. Involve military police and civil police to fish out the participants and sponsors.

And at some point, access the salvage value of the “refinery” and bring in experts to see if we can upgrade it to be useful – by towing it to a new site that is earmarked for such marine-based refinery operations that would employ some people…we have lost billions to these operations, we may as well see what we can salvage.
