The Secretary to the State Government, Usman Alhaji, who made the submission at the ongoing 1999 constitution (as amended) review public hearing held in Kano, suggested the allocation should be reduced to 8 per cent in the interest of a united nation.
In the 17 points resolution submission to the House of Representatives committee on constitution review, Alhaji Usman called for more allocation to local governments in the interest of equity.
According to the SSG, the national resources allocation should rather be made available to local governments since they are closer to the grassroot and the people.
“Globally, the purpose of financial resources in governance is to aid human development. To this end, since the local government in the states are closer to the people in the grassroot, we therefore advocate for more allocation from national resources.
“Moreover, Kano State with the highest population should be given preference on anything that relates to human developments.
“We are also recommending that the 13 per cent derivation formula should be reviewed downwards to eight per cent so that other states derive more from the pool.
“The Judicial reform, adjudication of elections and other pre-election matters and other justice delivery concerns Kano, being a Muslim dominated state, required a Sharia Court of Appeal to exercise affinity and supervise jurisdictions on criminal appeals from Sharia Courts.
” It is the right of the state to allow Muslims rights like any other religion to practice and observe the principles of their religion as appellate under section 38 of the Constitution of the Federal Republic of Nigeria.
“We also advocated for the 35 per cent of all appointment positions be reserved for women and vulnerable groups to promote gender equality and participation in governance,” Alhaji said.
